The Advocacy was established in 2523 as a response to the needs of interplanetary justice when the United Nations of Earth became the United Planets of Earth. However, during Imperator Messer’s reign, it was transformed into a secret police and espionage agency that carried out various covert operations such as high-profile assassinations and torture of “non-compliant elements” among the populace. The negative reputation associated with this period continued even after Messer’s downfall.

Following Messer’s ousting, Imperator Erin Toi restored the original form of the Advocacy as an interstellar and interplanetary police force.
